"Are You Sure" (confirm delete) Window

My "are you sure" window stopped appearing. I don't know what I did!!! I
have accidently deleted files when wanting to rename.
How do i turn this back on?

I've always wondered why the rt. click menu doesn't list 'delete' above
'create shortcut' for that very reason.
