Are toolbars in outlook lockable

Every time I open Outlook
The top two rows have the toolbars all over the place how can I lock them down
 
You can't. The location of native Outlook toolbars should be remembered. The
location of toolbars of add-ins is determined/controlled by the add-in not
Outlook. What toolbars and version of Outlook are we talking about?
