are these files legit?

hello I just came across this site

are they really actual windows updates? I would love to store all of
these on discs so I dont have to re-download them every time I format.

That site was posted here a short while ago. If you are in doubt you
could search Microsoft's Knowledge Base and come up with a page like
this. (Watch the wrap)

From the one test I made, I infer that all files are actually downloaded
from http://download.microsoft.com. While I have had plenty of grief
from stuff downloaded from there, it's not supposed to be actively
malicious ;-)
