For Pixia, take a look at this Forever Pixia page http://e.1asphost.com/pixia/fp/downloads.html
for reviews and download links of filters that work with Pixia.
You need the Pixia plugin for accepting plugins.
From PhotoPlus 8's manual (dunno about 5.5, as I upgraded):
PhotoPlus lets you place industrystandard Photoshop plug-in filters in a
Plugins folder and access them from the Effects menu. You can even define
your own custom filters (see online help for details).
I have not found any plug-ins that PhotoPlus 5.5 can't use. I'm sure there
are SOME, especially those written specifically and uniquely for the latest
versions of PS (few in number). I wouldn't worry about it too much as most
shops that produce plug-ins have a vested interest in making sure the
maximum number of people possible can use their products.
