Are OEM's allowed to not include Windows CD?

Huh? Are you sure you have confused registration & activation? All the
Dells I've ever seen pre-loaded with WinXP, has been BIOS-Locked, with
activation hidden from the Ende User.

A lot of cheep systems are being sent out with out any CD's at all.
You have to call the maker and demand them !!!!! Some will willingly
send them, others you will have to raise stink with, and I recommend
doing it until they relent. ALL PCs should come with a set of recovery
CDs and a separate CD with the OS only that can be used for a scratch
install and a disk with all the drivers for said scratch install, and
a separate install disk for any applications that it was supposed to
come with also. NEVER let a company get away with not providing these,
unless they have said these disks are not included in VERY LARGE un
miss able print on box and all adds for the product, at which point DO
NOT buy. Simply putting images on an HD and expecting the customer to
make his own set of CDs IS NOT acceptable. The HD could die before you
get the chance or learn how, or become aware of the need to make the
CDs. I repeat DO NOT let the seller get away with it. It only costs
the seller about $2.00 to $5.00 to include the CDs. Don't let yourself
get ripped. Call them and demand that they send them ASAP. The last
customer I had who did not have there CDs was a new compact, and they
sent them 2nd day air with no questions asked. The one before that had
to pay me my $75.00 per hour to get his system back up and running
because he did not have XP install CD he could use to access remote
consol, and it was not pre installed, as it should be !.

PS...So what if he is a newbie, every one has to start somewhere some
time. AND NO ONE KNOWS EVERY THING !!!!!! This newsgroup is ment for
newbies, hobbiest, and experts alike. One should be nice and simply
explain that it is NEVER a good idea to EVER post a real name or real
traceable/spamable e-mail address in a public place like the
newsgroups.

exp. with PC's and a BS in eng degree and several PC certs and my own
PC support bus. ect.

Dell uses BIOS-Locking, and don't require the End User to activate at all,
unless you change to a non-Dell supplied BIOS.

A Dell supplied OEM CD can be installed on practically any modern Dell
computer, and you won't have to activate it, due to the BIOS-Locking
feature.

Yes they do, jackass. XP said that I had to ACTIVATE (not register - I
know the difference between registration and activation). I would think
you'd know everything about pirating with manufacturers' OEM CDs since
your site advocates piracy so much. You're SCUM just like Microsoft.

Then you got the only Dell that I've heard of that didn't come
BIOS-Locked.

And if I were "SCUM just like Microsoft," then I'd have billions in
liquid assets from ripping off the sheeple too.

Actually, and it kind of surprised me, I reinstalled XP Home for one
of my coworkers home systems and it did require activation. The
Dell-supplied XP Pro disks that we use on the company systems
don't...but this one did. Don't know if it was BIOS-locked or not...I
only tried to install in on the system it came with.

Just a thought...

If you do a custom install using the i386 folder. Then you will have
to activate it. Not the restore cd. I guess by the time you use the
key. 120 days have passed since it been at the store.
