appointments being received by wrong user. No forwarding set up.

If I send a meeting request to someone, they receive the request, but it
always gets copied to this other person. If this other person then declines
the request (quite rightly), the original person it was intended for does not
see it.
Running MSoffice 2000 exchange server.

Have checked 'exchange general' on the user accounts on the server. There
are no 'rules' on the individual email accounts. Send on behalf of and access
privilages to view each others diaries seems ok.

I'm stumped.

The scenario you describe perfectly fits a delegation scenario, where the recipient has delegated management of their calendar to someone else. Look over the recipient's shoulder at their Tools | Options | Delegates dialog.
