Applying setting under administrator to all users

How do I apply a change under the administrator profile to
all other user profiles.

Thanks for you help.
 
Poor question. Ask about specific changes (eg, desktop shortcuts).
Specific changes have specific fixes. There is no general fix, unless
you want to copy the entire profile to another account.
