Applying pictures/images to an editable area in a protected docume

I am creating forms in WordML for users to fill in, and some areas are
protected and some are not.
There is a requirement for a user to be able to insert an image into an
editable area of the document. The image can be inserted OK, but cannot be
edited in terms of moving it and wrapping text around it etc.
This can be achieved by stopping the protection, doing the edit and then
re-starting protection, but I don't want the users to have the ability to
stop the protection.

Is there a way round this?

Only by providing an interface controlled by a macro (with a UserForm,
probably) that takes care of unprotecting, making the required changes, then
reprotecting.
