Applying a Desktop Wallpaper

I defined a desktop wallpaper in the default user profile. For Admin level
users and above, it works just fine. However, when you log on as a standard
user, the wallpaper appears briefly, then disappears. Anyone have a fix for
this? Do I need to specify a wallpaper in the Registry? If so, how do I do it?

Do the users have read/write access to where the wallpaper is?

I don't know that for sure, but I did find a fix. In the registry editor, go
to HKEY_Users/.Default/Control Panel/Desktop. Edit the "Wallpaper" entry to
target the location of the wallpaper you want to use. For instance, ours is
"C:\windows\web\wallpaper\warren2.bmp".
