Apply comment to all cells with equal value?

I need to apply the same comment to cells that contain the same value. (phone
numbers).
 
Kim,

Manually enter the comment in one of these cells then copy the cell. Select
the phone number cells and then

Edit|Paste special - select 'Comments' - OK
