Applications Will Not Open

I've posted on here before about this problem, but no one was able to answer.
I've got some more information now, so maybe this will help.

Ok. About a month ago I installed Service Pack 2. When I restarted my
computer, the red shield popped up at the bottom for Microsoft Security
Center. No other applications that usually load when I start my comp. loaded.
I tried to click on the shield, but nothing happened.

I then tried to open other applications, and nothing happened. Nothing at
all. Eventually I figured out that I could at least use my browser through
the link to the Microsoft Security Web Page link from the red shield.

Another thing is that I can access some applications by clicking on things
that use that application. For example, I can listen to a mp3, but clicking
the mp3 and WinAmp loads, but it will not load if I try to open WinAmp by
itself. I can also look at pictures, video files, and documents the same way.

Another thing is that if I reinstall a program and then click the box that
loads the program once you finish installing it, I can use the app.

I've gone into Safe Mode, but I can't open any apps there either.

I'm using Windows XP Home. Should I reinstall? Is there an easier fix? Does
anyone know what could be going on?

It depends on how you are trying to open the apps. If you are using the
shortcuts in the start menu, and they fail, you just need to make new
shortcuts, or use the Properties dialog of those shortcuts to 'Find Target'
