I've noticed that the first time I start an application (since I turned
the computer on), it takes longer than later on, if I closed the app
and restarted it. This is true of Word, Firefox, or even Windows
Explorer.

This was true before and after I upgraded Norton AV from 2003 to 2006.

Do you know why this generally happens?

When a program is run and closed, the code is not immediately
released/removed from memory/pagefile. This is why if you do
a restart of a recently run application it appears to start quicker.

Because pieces of it are still in memory.
