applications not starting up because of errors

i have had a problem with getting errors when i try to start up some appilcations. this problem has been on going for quite some time and has gotten worse and worse. i was talking to someone about it and they suggested running Norton WinDoctor. so i tried to run that, and i got an error saying that "Norton WinDoctor has encoutered a problem and needs to close. We are sorry for the inconvenience." i have also been getting that error for applications i have downloaded lately. i am at my wits end. i have pulled out enough hair. i am thinking that reformating might be the only answer. someone please help.
 
Go to control-panel,ADM.,open event viewer.For an event/warning,
open the url,this opens help/support in xp usually with a fix or answer.
 
how is that supposed to help me? i dont understand what this is. would reformating resolve the situation?
