RT32W is NOT a part of the Windows 2000 distribution. You need to find out
where RT32W comes from and continue your investigation from there. I suspect
it is some sort of "Run Time" subsystem for some 3rd party application.
Find out what it belongs to then find an appropriate news group for your
question.
