Appearance of IE6

This may be a stupid question but.....on the Microsoft Internet Explorer web site, the whole appearance of internet explorer is new. I have internet explorer 6 and it still looks like the old internet explorer. I have windows 98SE. Why is the appearance different?
 
Different operating systems.
IE6 in XP does not look the same as IE6 in Win98 SE.

They changed XP IE6 MSN Home http://www.msn.com/ yesterday also.
