Appearance of Borders in Firefox & IE

I've placed a red border around a framed photo, and on IE it is perfect, but
on Firefox it's grey. How can I make it appear red in Firefox too? How
should the code be written for a red 3px border?

Thanks for sending the code, I appreciate your help and I'll use that code
once I figure out just what I've done. I've taken a closer look at my code
today and it's all crazy. I thought I had made a simple photo frame, but
it's not that simple. Gotta work on it.
