apostrophe doesnt work

When i press the ' or " button once nothing comes up unless i press another button straight after it. If that button is a space, the space doesnt appear but the apostrophe does if the button is a letter like d the apostrophe & the letter appear & if it is a letter like e it ends up like this: é. I am sure this is some kind of misguided attempt by a programmer somewhere to make my life easier when I want to use accents etc but I very rarely use accents & i use quotes & apostrophes alot & would really like this to just GO AWAY!!!

can someone please help before I give in to the need to throw my computer out of the nearest window.
