Anyway to Copy Local User/Groups between Windows 2003 Servers

Are they in the same domain? forest? different sites?

If they are in the same domain, it seems like you need to
straighten out your active directory management
practices...

We have two Windows 2003 servers that are going to be IIS
6.0 mirrors (one is master, the other is standby). The
servers are at different locations and there is a process
for keeping the content of the sites in synch. The
problem is that our webmasters are local Admins and have
created local user/groups to manage access to secured
sites. Is there anyway to copy the local users/groups
from one server to the other?

The Master (Primary) server in question is our IIS web server, which has our Webmaster team as local Administrators. To implement security on some of the sites / shares, the Webmasters have taken it upon themselves to create a number of local users and groups. The local users are often accounts for clients who need access to a secured site. The local groups could contain either employees in our LDAP or the local users on the server itself

Recently, we have been looking into setting up a second server as a fail-over server for our IIS sites. We seem to have figured out the issue of synching the content and metadata of IIS site. The problem that remains is the copying of the local users/groups from the Master to the secondary server and keeping these in synch
