Anytime Upgrade for OEM version?

I purchased an OEM copy of Vista Business, but now I would like to upgrade to
Ultimate. The DVD itself says "includes Vista Anytime Upgrade", and this has
to be an OEM specific disc because it only includes the 32-bit version
(unlike the retail which also includes the 64-bit version).

Despite the advertising, I can't seem to find any pathways to upgrade the
OEM version to Ultimate. Am I missing something? I bought the Japanese
version (I'm in Japan) as I had heard erroneous reports that Business allowed
for MUIs, and now I'm stuck with an all Japanese OS, which is a minor yet
persistent annoyance.

Notice it doesn't care if your version is currently OEM.
Additiional information:
The purchase of a Windows Anytime Upgrade used to stipulate that an
American Credit Card was required. That may no longer be the case, but read
carefully before you hit the "Purchase" button.

The link from your computer is found under Control Panel, search for Upgrade.

I'm afraid my question is being misunderstood, as the responses I've gotten
on this form have nothing to do with the OEM version of Vista. Currently,
using the Anytime Upgrade link under Control Panel takes me to a page with
limited retailers for the US (I live in and bought Vista in Japan), and even
on clicking through to one of the retailers links to only the retail version
upgrades... so, to restate my question:

Is it possible to use Anytime Upgrade on the OEM version of Vista? Does it
magically turn into the retail version if you follow those links? I doubt
that MS would offer you a great deal on OEM and then force end-users to pay
the same retail upgrade fee... or is that the deal?
