Anything better than Panel control?

Is there any better way to emulate frames than by using the Panel control?
The panel control works great for this purpose, but it is awkward at design
time.

IFrame? Or you can use your own custom DIV/SPAN tags (just give them ID and
RUNAT attributes)..
