Not quite less than $30 (it's $34.95) but the Andrea Electronics NC-65 is
very good (http://andreaelectronics.com/Buy/ProductDesc/NC65.htm). Although
it doesn't list WinXP, I have it and it works fine in WinXP Home.

I've used the "Labtec Axis-502" for past few years with
great results. The price was $19.95 or $24.95 at Office
Depot. The sound on headset is better than my $80 Sony.
