Have you tried searching on-line, or looking at templates at the
Microsoft.com site?
There may be "customizations" necessary to make any template or COTS
(commercial, off-the-shelf) system do what you need it to. I speak from
experience -- the contracts management system I created for my day job has
been solicited by another state agency ... but they won't be able to use it
in THEIR situation until they've put in some time customizing it.
