Well you really should ask Excel question in an Microsoft Excel (the
spreadsheet product) newsgroup, this is a Microsoft Access (the database
product) newsgroup.

However the answer is the same. Different regional settings. It is a
Windows wide setting under the control panel and will change the wall all
programs that conform to the Window's standards will look.

You'll probably get a better answer if you post to a newsgroup related to
Excel (they all start microsoft.public.excel)

This newsgroup is for questions about Access, the database product that's
part of Office Professional.

I am not good with Excel but the display of the currency sign in Excel (and
other Office application) depends on the Regional Settings (including
settings for date/time, number, currency, etc...) of the OS. Thus, if 2
users set their OSs differently, you will have different display.

BTW, this newsgroup is for Microsoft Access, a database development
software. If you want more people good with Excel, you should post to one
of the Excel newsgroups, not Access newsgroups.

Try setting a macro routine that when the file
(spreadsheet) is opened at the receipient, the field that
does not have a dollar sign to be formatted (on open) to
dollar sign. Select record macro, point to your field,
select format, select numbers, then select currency, then
end your macro recording. Set the file to run macro at
startup or open.
