Any Whitelist Software for Email?

Here is what I would like the software to do:

1)Send an email to someone who emails me requesting them to click a link or
take a certain action in order to confirm that they are actual people
sending that email and then the message is sent to me upon their action.
And after they take the said action, I will receive all future emails from
them without them needing to take any action.

2)If a spammer takes the action in order to get on my whitelist, I am able
to remove him off of the whitelist.

3)A program that will integrate with Outlook and/or my mail server as I have
a website, domain and pop email server that was set up by my webhost.


Hopefully something that is highly regarded, and 100% reliable. Thank you
