Any ideas as to why certain programs will not start

Recently I have been having problems with certain programs starting. I hit
the icon and the splash screen comes up but nothing happens after. The
cursor does not appear as an hour glass and there is no unusual hard drive
or cpu activity.
I go into task manager and stop the program to eliminate the splash screen.
It never states that the program is not responding and do you wish to end
it. The program appears to be doing nothing in cyberspace.
Other times I can hit the same icon and everything starts up okay.
I have tried restores, uninstalling and reinstalling the program (this
includes cleaning the registry and folders of the program)
I have even done a windows xp repair with no improvement.
I know that it works because it worked find until recently. Any ideas?

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show?

No virus indicated and I have done it via the internet as well.
Have you also scanned for spyware? If you know the computer is clean,
can you find any commonality between the programs that don't start? Do
*all* programs give you trouble, or just a few? If just a few, what are
the names of the programs? Are there any clues in Event Viewer?
