Irfanview does not make animated gifs. I don't think Xnview does either.
Ulead Gif Animator 2 is the best freeware animator you can find.

I really sugest to use 'Flash' why? because the way that Flash help
you creating the animations. You create the first shot, and the last
shot, and the program creates all the shots in between, and than you
can export as a GIF animation.

Other program is the PaintShop 7 that you can find for free

Irfanview does not make animated gifs. I don't think Xnview does either.
Ulead Gif Animator 2 is the best freeware animator you can find.
