Only more developers and MVPs to give you a hand. If you have a highly
skilled Fox developer already, use Fox, If not, you'll probably find it
easier and less expensive to go with Access.

I'm with Arvin. For such a small app either tool would be fine. You should
then concentrate on which tool you are most comfortable in (in order to
develop quickly) and/or which language would be easiest to maintain (based
on the available staff).
