Any easy way to restart a "stopped" external device?

I'm wondering, is there any easy way to restart a "stopped"
external storage device (such as an external firewire hard
disk) from within Windows 2000?

With devices plugging into front panel USB, it's easy:
just pluck-out the device, wait 2 seconds, and jam it
back in. But with stuff cabled into rear USB or firewire
ports, this would require crawling around behind the
computer and fiddling with wires in the dark. Which
is why I'm wondering if there is an easier way, such as
somehow "pinging" the stopped device from within Windows
in order to "wake it up"?

Probably not. The best way is to connect an extension to the
back-plane Firewire or USB port and connect to these. Firewire
and USB cables can be detached from their devices.
