Animation/Looping Does Not Work

I've put together a new computer but I cannot get animation or looping to
work in either IE or Firefox. I frequently go to a weather radar site:

Looping does not work in my new computer but it does on my old Gateway
laptop in both IE & Firefox with XP SP2. What is missing?

have you got flash installed? also goto tools/internet options then add
that site to trusted sites. its probably blocking scripts from that
site.

Yes, Flash is installed along with Shockwave, Java, ect. I lowered my
Security settings to allow virtually everything. No difference.

internet options>advanced>multimedia> "play animations in web pages"
enabled ?
