Well, boot.ini isn't redirecting windows towards the setup.
Here's the command string result:

And about rerunning the setup: I never really initiated it,
I only ran the repair process on the already existing
Windows XP system. As far as actually running setup is
concerned, there's only one place where I can do that:
booting from the CD. In which case, the only option is to
install a fresh version of Windows XP Home Edition. It also
gives a warning that it's not recommended to install two
OS's onthe same partition, implying that this would do
little more than create more problems, so I'll save that as
a last resort.

you are just trying to confuse me - you have to get in line.

you should have a repair option when booting from CD - I do on pro and
I have run that. you don't want another system on there.

the last time my system did what yours does, it was in my boot.ini

can't give any more direction - see if you can do a reinstall or
repair.

if the problem is in the registry, that may not help.
