An error message comes up the first try to open an Outlook letter.

Hello everyone smarter then I. When I try to open up a letter in my Outlook
inbox, I get this message. The add-in "C:\Program Files\NavNT\vomsece.dll"
could not be installed or loaded. This problem may be resolved by using
Detect and Repair on the Help menu. I beleive this is related to a recent
installation of Norton Antivirus Corporate Edition Client Software. What can
I do? Please help me if you can.

In Outlook, click Tools>Options>Other and check both COM Add-Ins and Add-In
Manager to look for a reference to the Norton tool. Uncheck it if there.
Restart Outlook.
 
You've answered your own question. It is Norton AV that's causing the
problem. Uninstall it, reinstall it, try Detect & repair or configure it
differently. Research the problem at Symantec's support site & get help from
them if needed.
