Ampersand does not stay in title of attachement when opened.

I have an Excel file attachment with an ampersand in the file name. The
excel file has the file name as footers as well. When the Excel file is
opened as an attachment in Outlook...the ampersands in the file name
disappear. Does anyone know why this happens?
 
I don't recall if I ever heard why it happens, but it's been a long standing
issue. I'm not sure if outlook is making the change or if the mail server
is.
