Allowing one user install privileges

How does one change permissions to allow one user on the
network download/install privileges?? Thanks in advance!
 
Not to nit pick but that's hardly a answer. If he wanted the person to have
admin privs don't you think he would have done that?
I believe that power users have the ability to install programs with out
granting the person total administrative rights.
