Allowing all users to install programs

I'm using XP pro. I have accounts set up for my children,
but they do not have the permission to install programs.
How do I give them permission, without allowing them to
be the administrator?

I logged a similar problem under the Home Theater PC
section, as my children's accounts can't watch DVD's. My
problem is the default reader on many DVD's use
InterActual which tries to install itself each time. If I
get a response I'll post it up.
