allow users to change network settings

I have a w2k domain. Some machines are XP Pro and some Y2K Pro. I want domain users to be able to make network changes. I tried to succeed it through Group Policy (User Configuration-Network Settings) but although i disable all "Prohibit Settings", users still can not change IPs. In XP machines i add domain user to the Network Configuration Operators Group and the problem was solved. Do you have any idea how to proceed for the Y2K Pro machines? Why Group Policy does not work?
 
You can't on a W2K machine [without admin credentials] and that is exactly
why the new network configuration group was implemented on XP. The Group
Policy settings only apply to those users that already have the right to
change those settings which would be administrators on W2K machines. ---
