Allow users to change DPI setting on XPSP2

The environment I work in requires that all users be restricted users. This
then means that we have to adjust settings to allow for them to perform
certain tasks. One of the settings that I have to figure out is allowing
them to change the DPI setting from the advanced section of display
properties.

I have been tracing folder and registry security restrictions all over the
machine, and have run into a dead end. I'm hoping someone will be able to
assist me in finding a solution.
