Allow Outlook Template files to be created while still using Word.

It's silly that one of the first steps in creating a new Outlook Template is
to turn Work off as the Outlook editor. Why should this be? Word should be
able to handle this.
 
Because if you create a template using Word, it is a Word template, silly.
Only Outlook can create .oft files. Would you want Excel to create Access
templates?
