"allow inheritable permissions from parent to propagate" issue

The "allow inheritable permissions from parent to propagate to this object"
checkmark in the security tab keeps unchecking itself for only 4 users out of
400 in a sepecific OU in a Windows 2000 AD environment. What might causing
this?

I've noticed that all Dc's remain to have it checked except for the pdc and
infrastructure master....one factor is that the infrastructure master is not
a GC eventhough all DC's are GC's in the forest

Ignore this last comment as this is replicated across all domain controllers
but if you check it...within a few minutes it gets unchecked again
