Allow active content to run in files on My Computer

I have XP Pro with SP2 installed. However, I keep getting
the Information Bar when trying to edit my webpages that
are stored on my hard drive.

The suggested solution is to select the "Allow active
content to run in files on My Computer" Security option
under Internet Options --> Advanced.

However, that option is not listed on my computer
IE 6.0.2900.2096

Any ideas???

testing your pages locally
You don't need to choose the option "Allow active content to run in files on
My Computer" in this scenario.

Per the options are missing in the Advanced tab:
Is your system connected to a domain?

I don't really want to change the extensions as my clients
rely on me to upload changes to their website quickly.
That's just plain inconvenient

My System Properties "General" tab says XP Professional
Service Pack 2, v.2096

Under the "Computer Name" tab beside the buttons "Network
ID" and "Change" it gives me the option to join a domain,
so I don't believe I belong to one.

I connect to the Internet through a cable modem

My friend installed everything from scratch with a new
motherboard and everything. He partioned the new hard drive

I am logged in under the user account he created for
me "Patrick"

Windows XP SP2 RC1 is build 2096 (which does not have the 'active content'
option). You need to install SP2 Final after uninstalling the RC1. I'd
suggest a clean installation rather.

Would the Windows Update SP2 download be good enough?

It seems to be popular as it's currently not available to
download

It would be fine. But you may need to uninstall the existing version first.
