all user profile

I am unable to delete a folder on the desktop of all
users profile permanently. You can delete it, however it
returns each time I start up or re-boot. When I create
another folder I can delete it with no problem. I have
tried everything I can think of and about to pull out my
last 9 hairs. Please help!!
 
Seen the user's profile is re-create because the "account" hasn't been delete

Try goes to Control Panel, User Accounts, and the delete the users that you want. make sure you're the administrator

I tried creating and deleting many accounts, and the User Profile(s) are working fine. It seems to be this one folder in "All Users" that can't be deleted. If I just log out, and log back in, the folder that I delete from "All Users" is gone. It does come bacl after each reboot. So it seems that the problem is with the "All Users Profile".

I am a trained prefessional, but this one has me stumped??

PLEEEEEEEEEEEEEEEEEEEEEEEEEESE HELP ME, I HAVE VERY LITTLE HAIR LEFT!!!
 
What is the name of the folder? When you create another folder of what type
and name, can it then be deleted?
