All {rograms Menu

How can I move programs into newly created folders)i.e.
Utilities, Games, Publishing, etc.) in order to
streamline my 'out-of-hand' programs menu?
 
Right click Start button
Select Explore and/or Explore All Users.
Then open the Programs folder.
Create new subfolders then rearrange shortcuts.
