all documents and settings folders are read only

I can't turn off "read only" setting. I'm trying to install a program but it tells me my temp directory is read only. I try to change it but it doesn't change. Turns out my 'documents and settings' folder is also read only and can't be changed. any ideas very appreciated.
 
Right click my computer and select properties then click the advanced tab and
the enviroment button and set your temp to C:\Windows\Temp for user and
system.
