alert when high importance arrives

I have an end user that does not want the alert to beep when he receives a
high importance message. Can this be turned off? I have check out look and
turn off some sound features in control panel with not luck.. When ever a
message make high impotace the speaker beeps 3 times and I would like to stop
that?

Any ideas?

Do you have a Rules Wizard rule setup to do that since I don't think that's
a built-in function

No rule created on the client. I could be a rule on the Server. I am not
sure how I look at all the server rules. We are running Exchange 2000.
