Al Programs Menu

My menu has gotten very cluttered and according to my
manual, I can create new folder and simply drop and drag
other programs into empty folder. I have tried this
repeatedly! It will drop either right above the folder
or right below it, but will NOT go into folder..what is
the secret I don't know????

I assume you mean the Start menu / programs menu etc??

If so, right click on it and choose 'explore' (you can also do 'explore all
users') - once it opens the window, this is where you can then start adding
folders and dragging and dropping until your hearts content
