After SP4 update, can't launch Internet Services manager

IHi!

I have been developing a client/server app, so I havent' run any
windows updates after the Visual Studio.net installer. I have
learned...
So now the development's over and I thought it would be fun to install
the updates. The critical updates went well, but for some reason the
..net framework update took a very very long time. Anyway, now that
the machine's running SP4, I have lost the ability to run control
panel->Admin tools->Internet Services Manager. I double-click, or
rt-click->open, and nothing happens.

There are a few more "nothing happens anymore" features:

1. Right-clicking Windows Explorer drive and selecting "sharing" does
nothing.
2. Right-clicking Windows Explorer drive and selecting "properties"
does nothing.
3. In control panel admin tools, double-clicking Personal Web Manager
does nothing.
4. In control panel admin tools services, the worldWideWeb publishing
service says "starting". It never says "started".

Using VS.net, I had to stop and restart the IIS service often while
debugging the server com and activex stuff (because of my poor code,
I'm afraid...) Which worked fine before SP4. Now IIS doesn't start,
although I checked services and the IIS admin services is started
(automatic mode). My developed web-page is no longer visible on my
local subnet.

Any ideas?

OK, here's an update.

There is some bug in IIS Admin services. I hope this info helps
somebody else.

1. When IIS Admin Services is set to "manual", a power-boot starts
the service. Based on my years of experience, the service should not
be started without manual intervention.
2. When IIS Admin Services is set to "Disable", the Explorer
"sharing" and "Properties" functions return. You can run scandisk and
defrag again.
