After screen saver runs for a while... monitor never shuts off

Running Win XP/ SP 2, My screensaver runs after the specified time; however
my monitor doesnt shut off! Even if I specified a time for it to. (i.e.
Screensaver runs after 10 minutes, monitor is set to shut off after 20
minutes. Still shows the screen saver all day long!)
 
If the settings are OK in Windows - then I'd suspect the monitor. Do you
have another one that you can try in it's place (to see if it turns off after
20 minutes)?

Was reading other posts and had a feeling it may be the monitor sadly. I dont
have an extra but am gonna try a few more things. I have installed various
screens savers like from DCcomics.com and such maybe if I get rid of them.
Mostly though I have the "My pictures" Slideshow running
