After closing outlook window it is still running in task manager?

The outlook is installed on a computer on a LAN. Now once Outlook is closed
and on trying to open again, it does not open. When Task Manager is opened,
it is found that Outlook is still running. When this is terminated, then only
Outlook opens again. Why?

This is most likely caused by an add-in that doesn't let Outlook close.
Disable them and enable them one by one to find the culprit. Also see;
