Who is the best Windows Adware/Spyware...
Ad-aware
SpyBot
Windows Defender
?
A freeware for personal use preferably ;)

Someone could give a feedback about eTrust PestPatrol Anti-Spyware from CA
(http://www.my-etrust.com)?

With malaware its often best to run several. - one finds what the other
doesnt - so run all three.
I run Defender, in the background, and the other two manually every couple
of weeks
They are all free, or have free versions.

You're making a mistake looking for the single best product. Note that Eric
Howes, who has done extensive testing on Anti-Spyware products states

"No single anti-spyware scanner removes everything. Even the best-performing
anti-spyware scanner in these tests missed fully one quarter of the
"critical" files and Registry entries"

You should run multiple anti-spyware products. I recommend a combination of
at least



Adaware

Spyware Blaster

Spybot Search and Destroy.
 
I use Defender and Spybot. Defender has never found anything on my
computer but Spybot has, whichever order I run them in.
Not sure why?

It's very likely that each is capable if finding things the other isn't. So
some people may experience what you have, and others may have the opposite
experience.

PestPatrol is a good product, but it is not free. And as others have
said no single program does it all.
