Adobe Photoshop Elements

I have installed Photoshop Elements 4.0 on my new dell pc(P4 3.0GHz
Hyperthreading Processor) with xp profess service pack 2. Photoshop keeps
hanging up with ff error Hanging application PhotoshopElementsEditor.exe,

Thank you for your prompt reply, but we have been through both of your
suggestions without any success, do you have any other suggestions?

Found the answer in the adobe forums, it was the language settings, it was
set to welsh once I had changed it to English UK, it rectified the problem.
Thanks very much for your help.
