ADO Connection question

I am having trouble opening an Access DB using ADO from VB. I am part of a
workgroup, the error message is:

Cannot start your application. The workgroup information file is missing or
opened exclusively by another user.

I can open the DB from Access. I have provided my user ID as part of the
login, my workgroup password is blank.
